Commercial and Residential Consultation RISs for BCA2010 Energy Efficiency Proposals

The following Consultation Regulation Impact Statements and supporting documents have been prepared for the purpose of informing stakeholders and other interested parties regarding a proposal to revise the Building Code of Australia requirements for the energy efficiency of buildings.
RIS 2009-03 assesses the potential impacts of proposed residential building changes, including Class 2 buildings.
RIS 2009-04 assesses the potential impacts of proposed commercial building changes.
Appendix B to RIS 2009-03 is a stand alone Consultation RIS assessing a proposal to include energy efficiency requirements in the BCA for residential hot water heaters for new Class 1 buildings. This RIS has been prepared on behalf of the Dept of Environment, Water, Heritage and the Arts.
The remaining two documents are supporting residential and commercial quantity surveyor cost reports.
The RISs have been cleared by the Office of Best Practice Regulation (OBPR) for release for public comment. OBPR advises that:
- the COAG Guide has been followed;
- the level of analysis is commensurate with the potential impacts of the proposal; and
- alternatives to the proposal have been adequately considered.
The ABCB encourages public comment from interested and/or affected parties in response to the consultation documents. Please address submissions either "Residential [or Commercial] Energy RIS Public Comment", or "Hot Water Energy RIS Public Comment", and forward by email to Consultationris@abcb.gov.au or mail to General Manager ABCB GPO Box 9839 Canberra ACT 2601. Comments on the Hot Water RIS will be forwarded to DEWHA for their attention.
Submissions, to be considered, are to be received by close of business 30 October 2009.
To assist the consultation process, webcasts of a Stakeholder Presentation on each of the Consultation RISs will be made available for on-demand viewing mid October 2009. These webcasts will outline the methodology and findings of each Consultation RIS. The ABCB encourages interested parties to submit any questions they may have about either Consultation RIS, prior to 7 October, the anticipated pre-recording date. We will endeavour to answer these questions during the webcasts.
